Electric utilities are responsible to use the safeguard health and life. FPL, LIPA, PEPCO are other utilities are responsible for deaths where they have created barriers to distributed energy with smart inverters that could enable life and health critical equipment to function during and after emergencies in which the central grid is not able to provide electrical service, where distributed energy resources would. I think this should be one of our central arguments.

I have studied the berm on Google Earth. Hopefully it will be sufficient. If it is not, the consequences for Miami could be catastrophic.
